RTEMS with RH 9.0

Sure.

I can't really believe this matters. Just make sure

  a) you have the correct toolchain version installed.
     In particular, you *need* the autotools version as
     required by RTEMS.

  b) make sure the autotools required by RTEMS are in your PATH
     and not the version that comes with your distro...

I never really had an issue with my host OS version. Usually
it is an old automake in my PATH that causes trouble...
