One argument that started the whole thing was "portability" between 
various RTOS
APIs (IIRC). It might be of interest in tackling this issue to look at what
other RTOS do on the various points you list (including
how they cover their diverse BSP capabilities or lack thereof), even if 
it is to document that
it's not the right way or not in the RTEMS philosophy and do something else
in the end :).
