Figures- it sounds like your board is working the way its supposed to.
I am seeing some signs of life when I share ISA irq 10 between the
onboard and cpci dec boards, then poll them at int time to find out
which one is asserting.  I am seeing some activity receiving ethernet
broadcasts on the cpci board (via if_tap), but no operation.  I
suspect the board is not being configured right.  I'm tracing the
board setup now.

I get this from ppcbug as well.  I'll give the csaw options a try, but
I'm not hopeful....
