Error while installing binutils gcc gdb RPM's

Hi,
 
In the KDE Terminal when i try to install the RTEMS c/c++ toolset I get
errors as below:
 
$ rpm -i rtems-base-binutils-2.13.2.1-2.i686.rpm
error: cannot open packages index using db3 - Operation not permitted
(1)
error: cannot open packages database in/var/lib/rpm
$
 
May I know what is the cause of this error, Im using linux mandrake 9.1
