It provides access to a "drive letter" directory, do a cd // to get at
its contents.  Its how you navigate among the drive letters users are
inflicted with in Windoze.  Its also a handy way to get a symlink out
onto a network drive;

ln -fs //z/myfiles ~/mfiles

for instance.
