ACE TAO RTEMS build

Are the changes strictly to ACE/TAO?  Is RTEMS doing "The Right Thing" 
POSIXically speaking?

OK.  I suspect that they need to be posted here and reviewed but the
ultimate destination needs to be the ACE/TAO users.

Have you run any tests?
