I'am not familiar with windows/cygwin, but I guess that this can be 
found in the control panel/ syetem/ advanced/ environment variables
If you type 'set' in a dos window then you can check if you have CC 
defined. It it is defined try 'unset CC', then rebuild in that same window

Again I'am not familiar with this environment...
