Yes, I agree, the qemu dhcp server is very handy.

Are you using Fedora by any chance?  I noticed that they seemed not to 
include the aforementioned file (maybe they renamed or moved it??).  In 
any case, I just copied stage2_eltorito across from my debian machine. 
It definitely comes with the main sources from 
http://www.gnu.org/software/grub/ though.
