Can't use yum to get rpms

I'm trying to follow the directions at http://www.rtems.org/ 
yum.html.  When I issue the "yum" commands I get:

"ftp://ftp.rtems.com/pub/rtems/linux/redhat/7.3/i386/rtems-4.6/ 
repodata/repomd.xml: [Errno 4] IOError: [Errno ftp error] 550 Failed  
to change directory"

and that directory does indeed not exist on the RTEMS server.

What am I doing wrong?

This is Fedora Core 3 on x86 and up-to-date, and yum --version says  
it is 2.2.20.
