The  existing RTEMS BSP for the mvme230x does not  support the
PMCSPAN either.  Since you need it and have the hardware, it would be
great if you can contribute a working generic PMCSPAN  RTEMS driver
for all the powerPCs to the community. Hopefully, my  previous E-mail
about the mapping is helpful.
