building rtems-cvs failed

Ralf, is this some odd type of configure/Makefile bug that is only 
manifested when some timestamps trick rpcgen into running?

I can't duplicate it.

FWIW I had to use --target=arm-rtems4.7 since that is what my tools
and the RPMs are built for.
