New tools and 4.6.99.3

Hi,

I have cut the 4.6.99.3 snapshot from the
development head.  Hopefully we can get some
feedback on this and begin to resolve issues
that will allow a 4.7 branch to occur.  This
release is available from:

ftp://ftp.rtems.com/pub/rtems/4.6.99.3

I have also uploaded new RPMs to the ftp site:

rtems-4.7-gcc4.1.0newlib1.14.0-2
rtems-4.7-gdb-6.4-4

The gcc/newlib RPM primarily is a gcc update with
the addition of a new MIPS multilib for the two new
MIPS BSPs -- Toshiba reference boards RBTX4925 and
RBTX4938 from Bruce Robinson of PMC Corporation.

The gdb RPM is also an update with the same capabilities
found in previous RTEMS gdb RPMs except for psim shared
memory support which has not yet been integrated.
