Makefile.inc doesn't define CXX / CXX_FOR_TARGET

Just to repeat the party line.  There is no obligation to use those
Makefiles for external applications.  They just make it easier
for RTEMS examples to be built outside the tree.

Seems reasonable.  Done in CVS.  Grab it from there.
