Requesting to suggest materials for reading

Your proposal is about something in the deep bowels of RTEMS so there isn't
much out there that will help.

With that said, I suggest:

+ loading tools for sparc and powerpc. 
+ Build the BSPs sis and psim with all tests enabled
+ Run all tests -- especially tmtests
+ Verify test results
+ Read RTEMS source code.. grep for occurences and begin
to make a list of if it stays struct timespec or changes to
the new class.

If tests do not behave correctly, we will  need to resolve things and
possibly cut a snapshot. so all GSOC students have a baseline
RTEMS.

You need to verify you have a baseline environment at this point and
baseline times in a spreadsheet.

I should be able to help by providing test run logs for those BSPs
for 4.7 and 4.8 branches.
