RTEMS on Cortex-M3

Hi,
I am not working on it, but is likely that I will use the Cortex-M3 in the
future. So please keep me up to date when you start something.

I prefer files with a 'cortex-*.[Sc]' pattern in 'cpukit/score/cpu/arm' since
we will use the arm tool chain.
