sis building on windows

Hi,

Someone is talking about working on SIS on
the gdb mailing list. Is SIS one of the
simulators that has trouble building to
run on cygwin or mingw?

Are there any other nits we should mention
to this person?

It seems like a good chance to be noisy
and hope he addresses the squeaks.
