Confused about 4.10 branch

I'd been fetching and using what had been "4.9.99.0" (I haven't updated in a while) and just tried to use 4.10.  But this fix in cpukit/score/cpu/powerpc/rtems/powerpc/registers.h:

from last June isn't in 4.10, 4.10 picks up at 1.29:
 	rtems-4-10-0: 1.29

Why isn't that fix in 4.10?  When was 4.10 split off from the head?
