ANN: rtems4.11: iconv enabled

Hi,

due to public demand, today's update to the rtems4.11 toolchain rpms has 
newlib's iconv enabled.

To date, iconv has hardly seen any testing with RTEMS, which means it 
_not_ yet clear if iconv is functional on all RTEMS targets or if this 
step may have un-desired side-effect on RTEMS applications (e.g. 
increases of application sizes).

Any feedback appreciated,
