RFC: patch for setjmp & longjmp (was Re: MVME5500 Tester Needed for 4.10)

Hi Ralf,

Some people sent me E-mail to confirm that the patch I updated
on the PowerPC port for newlib-1.16.0 & newlib-1.18.0 works for their
applications.  FWIW about setjmp & longjmp :

1. They are used in RTEMS release.  
2. The patch facilitates one to port software from other leading
Operating Systems.
3. RTEMS is a leading Operating System as well.

The attached patches are basically the same as the ones I sent for
newlib-1.16.0 (e.g. for RTEMS4.9).  If you considered it, one can
include a PowerPC option in the patch for setjmp.S and have it tested
so that it does not affect other ports.  However, other ports might
need to access the machine dependent code at newlib/libc/machin, too.
Please let me know what you think and if there is any problem.
