Building arm-4.11 toolchain on Ubuntu 13.10

Known issue. All non-bleeding edge versions of binutils, gcc, gdb, 
newlib are having texinfo-5.x issues and thus fail to build from source 
on modern Linux distros.

I have patches addressing these issues (mostly backports) in my 
RTEMS-4.11 rsp. 4.10 toolchain patches under

ftp://ftp.rtems.org/pub/rtems/SOURCES/4.10/.
