RTEMS on Zynq

Pre 5.  Head of the master branch as of yesterday.  There was a minor problem in a python script in the builder, but aside from that, everything builds just fine and runs in qemu.  I’m sifting through Xilinx and RTEMS documentation to figure out how to boot from an SD card.
