RTEMS | Move xz object files to libxz.a (#5316)

## Summary

The `xz` object files reference `libz`. It should be in a separate library to remove the symbols from `librtemscpu.a`. That library should contain symbols to other libraries install by RTEMS.

**_Note: there should be a comment in the release notes that `-lxz` will need to be added to application linker command lines._**
