Please do not do this one. Deciding if a file can be relicensed depends upon knowing who has given permission. Done incorrectly, the project incurs liability. We have been relicensing for a few years now and primarily myself and @gedare have been doing it. I have already started doing this.

If you want to add @file blocks and move technical comments into them, that is helpful but wait until I have finished my pass. It is ~100 files so will be a few days before I submit the MR.
