ANN: Upgrade rtems-4.11-autoconf to autoconf-2.69

Hi,

I am going to upgrade the rtems-4.11-autoconf rpms to autoconf-2.69.

The corresponding rpms are supposed to land in the rtems-4.11 repos 
within the next couple of hours.

Note:

This upgrade requires everybody who is using a checked and autoconf-2.68 
bootstrap'ed rtems-4.11 source tree to once manually run
./bootstrap -c
./bootstrap
from the toplevel directory of the source tree.
