No, when libpci is enabled we don't want to include the older RTEMS pci library. The new pci.h file is included cpukit/libpci/pci.h

This is the text that comes from cpukit/include/rtems/pci.h, it is unclear. The only thing reused are the defines, up to line 283. Should I split the pci.h file here so it is clear what part is the 
"old" license and what is newly developed? Or perhaps I should replace all defines using the ones that FreeBSD uses defined in sys/dev/pci/pcireg.h instead?
