TECLA configure questions

Ok, then I's suspect either the reporters configuration to be buggy or
RTEMS application Makefile-stuff not to harmonize with libtecla
expectations.

I would have looked into libtecla, but ...

... once again, OAR's ftp is currently is close to being unreachable ...
