Are you using something like the template Makefile.leaf?

If so, you can modify/overwrite CFLAGS after the lines:
   include $(RTEMS_MAKEFILE_PATH)/Makefile.inc
   include $(RTEMS_CUSTOM)
   include $(RTEMS_ROOT)/make/leaf.cfg
