loopback network not working

In CVS on MVME5500 the loopback tests in testsuites/samples/loopback 
don't work.  It hangs for a long time after printing:

"Network" initializing!

then finally prints out

"Network" initialized!

It then gets "Connection refused" both for when the server is present 
and when it isn't.

Does anyone have any pointers on how to start debugging this?
