CVS Head Slushy, Please Test and Fix Warnings

I figured that I would give it a go. I got CVS going, grabbed the 
distribution, fired up MINGW and bootstrap blows since it needs 
autoconf 2.62. I grabbed the latest tools (17), installed them, but 
it still contains autoconf 2.61. No joy.
