I do not use RTEMS_MAKEFILE_PATH or related variables and do not use any 
environment variables so I am not sure about this path. The files are the ones 
installed with RTEMS for a BSP. For example:

  /opt/rtems-4.9/make/custom/pc386.cfg

for RTEMS built with:

  configure --target=i386-rtems4.9 --enable-rtemsbsp=pc586
