There are rtems4.11 toolchains available for some releases of Ubuntu 
(precise and quantal).

To use them add a file named rtems-4.11.list to /etc/apt/sources.list/
containing this:
deb ftp://ftp.rtems.org/pub/rtems/linux/4.11/ubuntu precise rtems4.11
