It seems to me this is the problem:
 | download: https://git.rtems.org/rtems-tools/plain/tools/4.11/gdb/gdb-sim-arange-inline.diff:
error: <urlopen error unknown url type: https>

i.e. the tool used to fetch the diff doesn't understand https:// urls.
